Well, I wanted to draw non-chibi, but didn't have time, so chibi.
His name is written like this 柊 旅玖

I didn't draw it, but( too lazy) he uses ribbons as weapons. (like you know, twirling ribbons. not the ones to wrap present. )

ALRIGHT, BIO TIME:

HE is commonly know as dictator. He will live as long as someone remembers what a "dictator" is. He is basically bunch of memory related to the word "dictator". More memory created relating to the world dictator, he becomes more human.(EX: more emotion)
He sometimes help dictators, but at the end, any damage created from the dictatorship he helped, he receives the damage on his body, so he rarely helps.

YEAH, there are other government OCs too... Way to go, me....
